The people of the State of California do enact as follows:

The community colleges educate hundreds of thousands of Californians every year, are the route to higher education for the majority of our people, provide access to language and citizenship for tens of thousands of immigrants annually, retrain workers in an economy changing more rapidly than any in history, and are the last hope for older citizens seeking skills and involvement in their communities. To do these things well, to bring excitement and power into the lives of students so diverse and needing so much, to serve the economy and society through its service of these students, requires a deep commitment from all who teach and learn, from those who administer and counsel, from those who fund and regulate.

Focus On the Los Angeles Community College District

The Los Angeles Community College District will continue to attract national and international attention in the coming years with the completion of a $2.2 billion "sustainable construction and renovation program" currently underway.  The LACC District is the largest in the nation with a $1 billion annual budget and serves 200,000 students on 9 campuses.  The project is funded by two voter-approved bond measures for "construction funding including money to develop a green curriculum."

In 2002 the LACCD Board of Trustees was the first community college district in the nation to adopt a "district wide policy to ensure that Leadership in Energy and Environmental Design (LEED) sustainable building standards set by the U.S. Green Building Council are incorporated into bond-funded improvements."  There are 230 projects "currently in process [and] all are expected to be completed by 2011."

One of the major goals of the project is "the onsite generation of several megawatts of solar power at each campus to tak[e] all 9 of its campuses off the grid."  In addition to the "power-generating windmills" and alternative energy projects, sustainable, renewable, and recyclable products will furnish and decorate the building interiors.  With a budget of $100 million for furniture many companies responded to the "bulk bid that called for every piece to be sustainable and 100% recyclable."  The company chosen to produce the carpeting changed their factory processes to meet the District's standards and produced "backing that is 100% recyclable and a face that is 40% recyclable" for "less than $15 a yard."  The carpet is guaranteed to last 30 years and is 100% recyclable.

What Does This Mean for Your Campus?

Because of the size and nature of the project 'the District made the furniture and carpet contracts "piggybackable," meaning that any public entity can order under these contracts and get the same prices and quality.'  All California community colleges are eligible to receive the discount prices and move toward a more sustainable environment and healthy workplace.

The project does not end with the completion of 44 new buildings.  "Students will be tracking their school's energy usage at kiosks as they learn from the new curriculum being developed to train them for green collar jobs."  Faculty are working to develop a curriculum to train students for 21st century environmental and sustainable careers in response to the current and future need for a new green technology workforce.  This training is especially important to transition underserved and disadvantaged students out of poverty and unemployment into jobs with a bright future and high-growth.

Your Money Well-$pent

Many companies and individuals refuse to join the movement toward sustainability and green technology based on the fallacious argument that it is too expensive.  CalPERS recently negated that argument with two investment strategy policies designed to reap major rewards in the future for you, its investors.

CalPERS took a bold stance at the recent United Nations investor summit on climate risk and joined with other investors to "pledge $10 billion in green technology over the next two years."  CalPERS made a similar move hailed by the Nature Conservancy to "adopt a far-reaching forest investment policy that requires certified sustainable forest management, directing $10 - 15 billion towards environmentally-friendly forest projects."  That's a very "friendly" policy!

These moves come four years after CalPERS initiated an Environment Technology Program to support Clean Technology based on the viewpoint of Russell Read, the Chief Investment Officer, that "Environmental investing has emerged from a small niche opportunity to a core focus for institutional investors, worldwide."  Today, CalPERS continues in the forefront of socially responsible investment strategies to support the environment and sustainability.

10,000 Women Initiative

In an unprecedented move the global investment firm of Goldman Sachs has set aside $100 million towards the 10,000 Women Initiative.  The initiative is a partnership between leading education institutions and third world and underdeveloped countries to utilize the tremendous power of women in the marketplace.  The initiative will offer women the chance to pursue a business and management education to "reduce inequality and ensure more shared economic growth."

Education Partners include such prestigious institutions as Brown University, Columbia Business School, Harvard Business School, Stanford Graduate School of Business, and the University of Cambridge.

The Department of Labor just announced a new service designed to ease the burden of small business owners.  The new webpage can assist employers, non-profit organizations, private sector businesses, and government agencies to stay abreast of current federal laws that pertain to the running of their business. Teachers for a Competitive Tomorrow: Programs for Baccalaureate degrees in Science, Technology, Engineering, Mathematics, and Critical Foreign Languages with Concurrent Teacher Certification (DoE)

The purpose of this program is to develop and implement programs to provide integrated courses of study that lead to a baccalaureate degree in science, technology, engineering, mathematics, or a critical foreign language with concurrent teacher certification.  2-year institution must partner with 4-year institution.

The MCME program supports fundamental research leading to improved machines and applications for both manufacturing and construction.
